Four returnables get scored on almost every civil tender that touches a live road: safety, environment, quality, and traffic. Three of them you can write yourself. The traffic one, in most cases, you cannot — not because it is harder, but because every Australian jurisdiction restricts who is legally permitted to prepare it.
That single fact reframes the task. Most contractors approach the traffic returnable as a writing job and discover, usually late, that the document they need has to come from an accredited person and that the accreditation is state-specific. The tender task is not “write a Traffic Management Plan”. It is: work out what the buyer is actually asking for at tender stage, procure or produce the right document through someone qualified to sign it, verify that it matches the job in front of you, and write the surrounding response so an evaluator can see you understand what you have attached.

One scoping note, and it is deliberate. This article does not teach traffic guidance scheme design — taper lengths, sign spacing, device selection, buffer zones. That work sits with accredited designers for good reason, and a scheme designed by an unqualified person is both a rejection risk and a safety risk. What follows deals with the traffic documents as tender deliverables: what they are, who signs them, what evaluators check, and how to price and present them. 1. TMP, TGS, TCP, CTMP: four names, and why the difference costs marks
The acronyms are used loosely across the industry and precisely in tender documents. When a returnable schedule asks for one and you supply another, you have not partially answered — you have answered a different question. The same applies to the plan for inside the fence, which is a separate document entirely — see plant and pedestrian separation.

The relationship matters more than the labels. The TMP is the reasoning; the TGS is the arrangement on the ground that the reasoning produces. Austroads structures its national guidance the same way, with a dedicated part devoted to traffic management planning and separate parts covering static worksites, mobile works and short-term low-impact work.[2]
The practical consequence at tender stage: a bundle of generic TGS drawings pulled from a previous job, submitted where a TMP was requested, tells the evaluator you have supplied layouts without having thought about the project. The reverse — a written plan with no indication of what the site arrangement will look like — reads as theory. Read the schedule. If it asks for both, supply both, and make it obvious which is which.
2. Where the traffic returnable actually sits in a civil tender
Traffic appears in a civil tender in up to four distinct places, and they are scored by different people against different criteria.
- As a section of your methodology. A narrative account of how the works will be staged around traffic, integrated with your construction sequence. This is almost always required, and it is where most of the marks sit. Covered in our methodology statement guide.
- As a discrete returnable schedule. A separate item on the returnable list — “Traffic Management Plan”, “Draft TMP”, “Traffic management approach” — sometimes mandatory, sometimes weighted, sometimes pass/fail.
- As a WHS matter. Work on, in or adjacent to a road or other traffic corridor in use by traffic other than pedestrians is one of the defined categories of high risk construction work under the WHS Regulations, which means a safe work method statement is required for it.[16] That obligation is separate from, and additional to, the road authority’s traffic management requirements.
- As a price line. In the schedule of rates or the bill of quantities, usually as a provisional or lump sum item, sometimes with a nominated number of controller days.
The most common structural error is answering point 1 and assuming it covers point 2. It does not. If the returnable schedule lists a traffic item, the evaluation panel has a line on its scoresheet for it, and an evaluator who has to go hunting through your methodology to find the answer will mark what they find, not what you meant.
The second most common error is misreading when the plan is due. Tenders vary considerably. Some require a complete, designer-signed TMP with the submission. Many more require a draft, an outline, or a statement of approach at tender stage, with the full plan and its approval as a condition precedent to site access after award. A contractor who commissions a full designed plan for a job they have a one-in-six chance of winning has spent money the tender did not ask for; a contractor who supplies a two-paragraph statement of approach where a signed plan was mandatory has failed a compliance gate. Both errors are avoidable by reading the conditions of tender rather than the returnable list alone.
3. Who is legally permitted to prepare one — the constraint that shapes everything
This is the part that catches contractors, and it catches them hardest when they work across borders.
Nationally, Austroads publishes the Guide to Temporary Traffic Management (AGTTM), a ten-part guide covering the planning, design and implementation of temporary traffic management, intended to help road authorities meet their legislative obligations for workplace and public safety. Austroads is explicit that its member agencies adopt the guide into practice at their own pace, according to their own needs, resourcing and local instruments.[1] That sentence is the whole problem in miniature: there is a national guide, and there is no single national system.
Alongside the guide sits the Temporary Traffic Management National Training Framework, which defines three practitioner roles across three road categories:
- Traffic Controller (TC) — directs traffic on site.
- Traffic Management Implementer (TMI) — installs, monitors and dismantles the arrangement on the ground.
- Traffic Management Designer (TMD) — designs the scheme.
Each role is tied to a road category — Category 1 covers urban streets and low-volume rural roads, Category 2 high-volume roads, Category 3 motorways and freeways — with a separate accredited skill set for each combination. The framework runs to eight core skill sets in all. Training must be delivered by an Austroads Approved Training Provider, the practical component must be completed within six months of the theory, and a Traffic Management Card is treated as current until it expires or three years from the date of issue, whichever comes first.[4]
Interstate recognition is conditional, not automatic. Austroads recognises a completed national skill set in another state or territory only where that jurisdiction has implemented the national framework, the card is current, and any required localised content has been completed with an approved provider in the destination jurisdiction. Where a jurisdiction has not implemented the framework, individuals are directed to that jurisdiction’s own authority for transition arrangements.[4] Austroads has recorded the framework as operational since January 2024, with implementation by South Australia, Victoria, the Northern Territory and Tasmania.[5]
Which leaves the two largest eastern civil markets running their own instruments. That is not a criticism of either — both have coherent reasons — but it is the operational reality a contractor bidding across NSW, Queensland and Victoria has to plan around.
4. NSW, Queensland and Victoria: one national guide, three live systems
New South Wales
NSW runs temporary traffic management through its own technical standard and its own competency card. Transport for NSW states that although it is harmonising with the AGTTM where possible, the TfNSW Traffic control at work sites (TCAWS) Standard applies to all temporary traffic management in NSW, and where the two differ, TCAWS takes precedence. Where TCAWS is silent on a topic, the latest release of AS 1742.3 and the relevant AGTTM part may be used — except where doing so would contravene NSW legislation, such as NSW-specific road rules or signs.[7] Worth knowing when you are assembling a submission: Transport for NSW publishes the TCAWS Technical Manual itself, but keeps the associated example templates, checklists and other supporting documents on its website rather than inside the manual.[8] Contractors who have only downloaded the manual frequently do not realise the templates exist.
On the competency side, NSW works through the WHS system rather than transport accreditation. Traffic control training in NSW is prescribed under the NSW WHS Regulation and administered by SafeWork NSW, which issues a Traffic Control Work Training card across three categories of work: TCR (direct traffic in accordance with a work zone traffic management plan), IMP (implement a work zone traffic management plan in the immediate vicinity of a workplace), and PWZ (design, including vary, or inspect a work zone traffic management plan). A PCBU must ensure any person doing traffic control work has either completed the relevant SafeWork NSW training in the previous two years, or has been carrying out that type of work in the previous two years where the training is older — and must ensure the worker holds the card. A penalty of up to $21,420 may apply to a business that directs a worker to undertake traffic control work without the required certification.[6]
The PWZ category is the one that matters at tender stage. It is the qualification that permits a person to prepare or vary the plan. If nobody in your business holds it, you are procuring that document, not writing it.
Traffic control work is included in the Automatic Mutual Recognition scheme, which allows licensed workers from other states and territories — with the exception of Queensland — to work in NSW without applying separately, provided the licence was issued by a government licensing regulator and SafeWork NSW has been notified of the intention to work in NSW.[6] For a contractor moving crews between Brisbane and northern NSW, that exception is not a footnote. It is a resourcing constraint that belongs in your bid assumptions.
One more NSW-specific point with direct bid consequences: the TfNSW QA specification for temporary traffic management, TS 03401 in the G10 series, is written for use on transport infrastructure contracts let by Transport for NSW or by councils in NSW, with separate editions for construction, design and construct, and maintenance work. If a council RFT calls up G10, you are being held to a Transport for NSW specification on a council job, and the specification requires your traffic management plans and associated documents to remain compliant with the latest version of the TCAWS manual — which can change during the contract.[7]
Queensland
Queensland has adopted the AGTTM as part of national harmonisation, and publishes the Queensland Guide to Temporary Traffic Management (QGTTM), which contains only the departures from the national guide. The QGTTM must be read together with the AGTTM and takes precedence over it, except where the Austroads guide is expressly accepted.[10]
Here is the trap, and it is a good one to know about. Queensland pins the AGTTM to nominated editions. When Austroads publishes an updated edition of a part, the edition nominated in the QGTTM continues to apply in Queensland until the newer edition is harmonised and nominated. Transport and Main Roads currently applies Parts 1 to 7, 9 and 10 at Edition 1.1 (2021) and Part 8 at Edition 1.0 (2019). Austroads published updates to nine parts of the AGTTM in mid-2026;[3] TMR’s published position is that the release of those documents has no impact on the version to be applied in Queensland.[10]
So a Queensland tender response that cites “the current AGTTM” or references the latest edition is citing a document that does not govern the work. Cite the QGTTM and the nominated editions. It is a small detail that reads as competence to anyone at TMR or a Queensland council, and its absence reads as a contractor who has copied a Victorian response.
Queensland’s competency system runs through transport legislation rather than WHS. The Traffic Controller Accreditation Scheme applies to all traffic controllers in both the private and public sectors, and to their employers; the Transport Operations (Road Use Management — Accreditation and Other Provisions) Regulation 2015 requires employers of traffic controllers to ensure their controllers comply with the scheme’s Approved Procedure and with Part 3 of the Queensland MUTCD.[11] TMR separately operates a Traffic Management Registration Scheme.[10]
A practical Queensland asset worth knowing about: temporary traffic management road categories for Queensland roads are published as a map layer on Queensland Globe, showing Category 2 and 3 roads. TMR also publishes a list of local government areas and their mapping status; where an LGA’s roads are not shown, the LGA has to be contacted directly.[10] Naming the correct road category for the site in your response — checked, not assumed — is a cheap and very visible signal that someone looked at the specific job.
Victoria
Victoria regulates worksite traffic management through a code of practice made under section 26 of the Road Management Act 2004. The current Code of Practice for Worksite Safety — Traffic Management was gazetted on 1 June 2023 and replaced the previous version on 1 December 2023, incorporating the AGTTM while retaining Victorian measures that set a higher standard, and it is structured with a dedicated part setting out departures from and additions to the AGTTM.[12] WorkSafe Victoria directs duty holders to consult both the code and the AGTTM when working through the traffic management risk process.[15]
Victoria also has the clearest permit architecture of the three, which is useful for programming. Where a TMP identifies the need to manage traffic and install temporary traffic control devices, an accredited traffic management company applies to the Department of Transport and Planning for a Memorandum of Authorisation. The TMP must be submitted as part of the MoA application, and must include a traffic guidance scheme visually detailing the traffic control devices, along with a description of the works including road or lane closures, expected delays, speed limits and devices.[14] DTP has enforced compliance with the current code for all MoA applications and supporting documents — including risk assessments and traffic guidance schemes — since 14 October 2024.[13] Works on council-managed roads go through the council’s own permit process instead, with a separate consent required for working within the road reserve.

Two things follow from that table. First, “we hold traffic management accreditation” is not a portable claim, and writing it in a capability statement without naming the instrument invites a question you would rather not be asked. Name the jurisdiction, the scheme and the category. Our capability statement guide covers how to present credentials that vary by state without overstating them.
Second, if you are bidding outside the eastern states, check the local instrument before reusing anything. Western Australia, for example, runs its own Traffic Management for Works on Roads code of practice through Main Roads WA, with its own Roadworks Traffic Manager role, its own TMP templates that must be used as the basis for the plan, and an Instrument of Authorisation arrangement for review and authorisation of plans on Main Roads-controlled roads.[18] Reusing a NSW response in WA will be visible immediately.
5. What a tender-stage traffic response has to contain
Assume the tender asks for a traffic management approach rather than a fully designed and signed plan — the more common case for council and government work in the $50K–$2M band. A response that scores well covers the following, in roughly this order.
- Site and network context. The road name and classification, the road authority, the temporary traffic management road category, posted speed, approximate traffic volume, and the features that will drive the arrangement — bus routes, school zones, driveways, intersections, bends and crests, pedestrian and cyclist movements, heavy vehicle routes.
- The applicable framework, correctly named. The governing state document, the specification called up by the contract, the relevant Australian Standard, and any council-specific requirement. Cite the version the contract nominates.
- Who prepares, who implements, who audits. Named roles with the accreditation category each holds, the traffic management company if one is engaged, and the internal person accountable for compliance. If the designer is a subcontractor, say so — evaluators expect it, and pretending otherwise is worse than disclosing it.
- Staging. How the traffic arrangement changes across the works, tied to your construction sequence. This is the section that connects to the rest of your bid, and it should be consistent with your construction program.
- Risk assessment. The specific hazards this site presents, and the controls, ordered by the hierarchy of control. Physical separation and road closure sit above signage and controllers, and saying so demonstrates you understand the hierarchy rather than defaulting to cones.
- Access maintenance. Property and business access, side roads, emergency vehicles, waste collection, deliveries. On town-centre and residential work this is frequently where the community complaints originate and where evaluators concentrate.
- Pedestrians, cyclists and accessibility. Continuous accessible paths of travel, temporary crossings, bus stop relocations. Increasingly explicit in council specifications and routinely thin in contractor responses.
- Approvals and lead times. Which permits and authorisations are required, who lodges them, and how long they take — programmed, not asserted. A contractor who has allowed realistic approval lead times in the program has done something most competitors have not.
- Notification and communications. Residents, businesses, schools, bus operators, emergency services, and the authority’s own communications team. Method, lead time and complaint handling.
- Monitoring, audit and change control. Who checks the installed arrangement against the scheme, how often, what is recorded, and what happens when conditions change — weather, incidents, unexpected volumes, a variation to the works.
- Contingency. Incident response, emergency access, breakdown of a portable signal installation, sudden closure of the detour route.
Two omissions are near-universal and both are easy to fix: the accreditation categories held by named people, and realistic approval lead times. Including them costs a paragraph each.
6. Worked example: a council road reconstruction
The following is an illustrative example constructed to demonstrate structure and level of detail. It is not a record of a completed project, and the figures are indicative only.
The job. A regional NSW council RFT for 1.4 km of pavement reconstruction and asphalt resurfacing on a two-lane collector road through a small town centre. Posted 50 km/h through the shops, 80 km/h at the northern approach. Bus route, a primary school 300 m from the southern extent, eighteen business frontages with angle parking, two side-street intersections. Ten-week construction window. The returnable schedule asks for a “Traffic Management Approach (maximum 4 pages)” and a “Statement of traffic management resourcing”; the conditions of tender require a full TMP and TGS, prepared by a person holding the relevant SafeWork NSW qualification, to be submitted and approved before site access.
How a strong four pages is built.
Context and framework. Open by naming the road, its classification and the road authority, and confirm that the works fall under the council’s road opening and works-within-road-reserve requirements. State that the arrangement will be developed to the TfNSW TCAWS Standard and the traffic management specification called up in the contract, noting that where the standard is silent, AS 1742.3 and the relevant AGTTM part apply, and that the plan will be maintained against the current issue of the manual for the duration of the contract. Three sentences, and the evaluator now knows you have read the specification.
Roles. Name the traffic management company engaged, the individual who will prepare the plan and the qualification category they hold, the site supervisor accountable for daily compliance, and the implementer responsible for installation and dismantling. If the plan preparer is external, name the firm and state that their designer holds the required category. Do not write “our qualified personnel”.
Staging. Four stages tied to the program. Stage 1, northern rural approach: single-lane closure under portable traffic signals, reduced speed zone through the works, full-width reinstatement each night. Stage 2, town centre southbound half: half-width construction retaining one-way flow with signalised control, angle parking suspended in the active half with signed alternative parking, business access maintained on foot at all times and by vehicle outside working hours. Stage 3, town centre northbound half: mirror arrangement. Stage 4, asphalt surfacing across the full length: night works under full closure with a signed detour, coordinated with the bus operator. Each stage identified with its indicative duration and the traffic arrangement it requires.
The specifics that separate this from a template. The school: no plant movements or material deliveries between 8:15–9:15am and 2:45–3:45pm on school days, with a note that the arrangement was set after checking term dates against the program. The bus route: named operator, stop relocation with fourteen days’ notice, temporary stop locations nominated. The eighteen business frontages: a named site contact, a letterbox drop seven days before each stage and a face-to-face visit to each business before the stage affecting them starts, and a documented complaint response commitment. Angle parking: the number of spaces lost per stage, and where the alternative parking is. Accessible path of travel maintained continuously past the works, with the specific arrangement stated.
Approvals and lead times. A short table: what is required, who lodges it, and how long it takes. Council road opening permit; council works-within-road-reserve consent; approval of the TMP and schemes; the Road Occupancy Licence if any part of the works affects a road under Transport for NSW control; the night-works approval and any out-of-hours noise notification for Stage 4. Each with a nominated lead time and each reflected in the program submitted with the bid.
Monitoring. Pre-start check of the installed arrangement against the approved scheme, recorded with photographs and a signed check sheet. Documented inspections at nominated intervals through each shift. A change-control step requiring the plan preparer to review and reissue before any variation to the arrangement is implemented, and a stop-work trigger if the arrangement cannot be maintained.
Contingency. Signal failure fallback to manual control with a stated number of controllers available on site. Emergency vehicle passage protocol. Wet-weather trigger for suspending the half-width arrangement and reinstating two-way flow.
Nothing in that response requires a designer’s ticket to write, and nothing in it strays into scheme design. It is the reasoning, the resourcing and the accountability — which is exactly what a four-page tender-stage returnable is asking for. The scheme drawings come later, from the person qualified to produce them.
7. How evaluators score it
Traffic management is rarely a standalone weighted criterion in a small civil tender. More often it sits inside a methodology or WHS criterion, or is assessed as a mandatory compliance item. Either way, the assessment tends to turn on four questions, and understanding them is more useful than guessing at a weighting. - Can this contractor lawfully do the work? The compliance question. Named people, named accreditation categories, correct jurisdiction. This is often pass/fail, and it is the cheapest mark on the sheet to secure.
- Have they understood this road? The differentiation question. Named features with distances, correct road category, correct authority, the specific constraints of the site. A response that could describe any road scores as one that describes no road.
- Will the community be able to live with it? The reputational question, and it carries more weight in council work than most contractors expect. Access, parking, noise, notification, complaint handling. The buyer’s councillors take the phone calls.
- Is the program honest about approvals? The credibility question. A program showing site establishment in week one, with permits that take three weeks to obtain, tells an experienced evaluator that the tenderer has either not read the requirements or is not planning to comply with them.
It is worth being clear about why buyers take this seriously rather than treating it as paperwork. Austroads’ economic evaluation of national harmonisation, drawing on crash data supplied by state and territory agencies, estimated that nationally there are 18 fatal crashes, 245 serious injury crashes and 530 minor injury crashes at roadside worksites each year, with a total cost over ten years of $3.2 billion at a 4% discount rate.[17] Roadside worksites are one of the few places where a civil contractor’s paperwork failure and a member of the public’s death are separated by a very short causal chain. Evaluators know it, and the ones with engineering backgrounds read this returnable properly.
8. Pricing traffic management without guessing
Traffic management is one of the most consistently under-priced items in civil tendering, and the under-pricing is structural: contractors price the controllers and forget everything attached to them. - Plan preparation — the designer’s fee for the TMP and each distinct scheme, plus revisions. Multi-stage jobs need multiple schemes, and each stage change is a document.
- Approval and permit costs — application fees, and the administrative time to lodge, respond to requests for information and re-lodge.
- Personnel — controllers and implementers by the shift, not the hour, with realistic allowance for minimum engagements, travel and the accreditation category each shift requires.
- Devices — signage sets, delineation, barriers, portable traffic signals, variable message signs, lighting for night works, crash attenuators where required. Hire rates run for the duration of the stage, not the duration of the active work.
- Installation and removal — set-up and pack-down are labour events at the start and end of every shift and every stage change.
- Out-of-hours premiums — night and weekend work carries a labour premium across the whole traffic crew, not just your own workforce.
- Standing time — the traffic crew is on site whenever the road is affected, including during weather delays when your production crew is not working. This is the single most commonly missed line.
- Monitoring, audit and reissue — inspections, records, and the cost of getting a scheme varied when conditions change.
Two commercial points worth carrying into the bid. First, if the arrangement is a provisional sum, read carefully what the provisional sum covers and what it does not — the design fee and the permit costs are frequently outside it. Second, where traffic management is priced against a nominated number of controller days set by the principal, and your staging honestly requires more, say so in your tender qualifications rather than absorbing the difference silently. 9. After award: permits, authorisations and the plan you build to
What you submitted at tender stage is a commitment. What governs the site is the approved plan, and the gap between the two is where contractors get into trouble.
The sequence is broadly consistent nationally, though the names change. The full TMP is prepared by an accredited person. The schemes are produced for each work configuration. The package is lodged with the relevant authority — the Department of Transport and Planning for a Memorandum of Authorisation on Victorian arterial roads, the council for local roads, Transport for NSW for a Road Occupancy Licence where NSW roads under its control are affected, the relevant Queensland road authority under the QGTTM process. Approval is obtained. Only then does site access follow. In Victoria, DTP is explicit that the TMP must be submitted as part of the MoA application and must include the traffic guidance scheme.[14]
Three post-award disciplines are worth building into your systems now rather than discovering under pressure.
Version control on the governing standard. The NSW specification requires plans and associated documents to remain compliant with the latest version of the TCAWS manual, which may change during the contract — an obligation that sits on the contractor, not the principal.[7] Someone in your business needs to be watching for changes. Transport for NSW publishes a temporary traffic management newsletter and safety alerts for exactly this purpose.[9]
Change control that actually runs. If the arrangement on the ground differs from the approved scheme, you are working outside your authorisation. Every variation goes back to the preparer. This is a habit, not a document.
Records that survive an incident. Daily pre-start checks against the approved scheme, photographed and signed. Inspection records. Toolbox records. Card currency for every person on the arrangement. If something goes wrong, this file is the difference between a defensible position and an indefensible one — and the same records are the evidence base for your next tender. 10. Eight failures that cost marks
- Submitting schemes where a plan was requested. A folder of drawings answers a different question. Read the schedule.
- Citing the wrong framework for the jurisdiction. The AGTTM in NSW where TCAWS governs; the current AGTTM edition in Queensland where an earlier nominated edition applies. Both are visible to anyone technical.
- “Our qualified traffic personnel.” Unnamed, uncategorised, unverifiable. Name the person or the firm and the accreditation category.
- Assuming credentials travel. Automatic Mutual Recognition covers traffic control work into NSW but excludes Queensland-issued credentials, and national skill sets are recognised only where the destination jurisdiction has implemented the framework and localised content has been completed.[6][4]
- No approval lead times in the program. The single fastest way to signal that the requirements were not read.
- Nothing about pedestrians and accessibility. Increasingly specified, still routinely omitted, and cheap to fix.
- A traffic section that contradicts the program or the methodology. Staging described one way in the traffic response and another in the methodology reads as two people writing separately, which is usually what happened. Cross-check them.
- Forgetting the SWMS. Work on or adjacent to a live traffic corridor is high risk construction work, and the SWMS obligation is separate from the road authority’s traffic requirements.[16] A traffic response that never mentions it leaves an obvious gap in the safety returnable.

11. Pre-lodgement checklist
- Have I identified every place traffic appears in this tender — methodology, returnable schedule, WHS, price?
- Does the tender require a signed plan now, or an approach now and a plan after award?
- Have I named the governing state document and the specification the contract calls up, at the version the contract nominates?
- Have I confirmed the road authority and, where published, the temporary traffic management road category for this site?
- Is the person who will prepare the plan named, with their accreditation category and jurisdiction stated?
- Are the site-specific features named with distances — school, bus route, business frontages, intersections, driveways?
- Does the staging in this response match the staging in my program and methodology?
- Are permit and approval lead times stated, and reflected in the program?
- Is pedestrian and accessible access addressed explicitly?
- Is there a SWMS for work adjacent to the live traffic corridor?
- Does the price include design, permits, standing time, out-of-hours premiums and stage-change set-ups?
- If cards or accreditations are being relied on across a border, have I confirmed they are recognised there?
The traffic returnable rewards precision more than length. Four accurate pages naming real people, real roads and real lead times will beat twelve pages of framework description every time — and unlike most of the tender, a large share of the marks here comes from information you can obtain in an afternoon.
