Three losses in a row and we were ready to walk away from council work. The rebuild changed how we put every bid together — and we landed the panel.

3. Methodology &
Programme
3.1 Site Establishment

Site establishment will commence on Day 1 of the Contract Period subject to access being granted by the Principal. Macarthur Earthworks & Civil will mobilise a 12-tonne excavator, two 6×4 tippers and the site supervisor’s vehicle to the laydown area identified in Drawing C-001 Rev C.

KEY DIFFERENTIATOR

Our crew completed the upstream stage of this corridor in 2023 under contract C-2022/118. Existing DBYD records and pavement core data are already on file and can be re-used at no cost to the Principal.

3.2 Programme Sequence
StageActivityDuration
1Site establishment & survey set-out2 days
2Stripping & topsoil stockpile4 days
3Pavement excavation to subgrade8 days
4Drainage installation (Ch 0 — 220)12 days

3.3 Quality Holds & ITPs
  • Hold Point 1 — Subgrade proof roll, witnessed by Superintendent
  • Hold Point 2 — Drainage pipe lay tolerances per NSW Blue Book §4.7
  • Witness Point — Final trim levels, ±15 mm of design surface
  • Compliance traceable. Every paragraph maps back to an RFT clause. Evaluators tick the box without hunting.
  • Written in your voice. Drawn from a 90-minute interview with your PM — not boilerplate from a template library.
  • Evidence inline. Past projects, plant lists, prequalification levels and standards references cited where they’re claimed.
  • Format-matched. Set in Barlow Semi Condensed and Inter against the brand palette your business uses — or the agency’s template, when required.

05 / QUESTIONS 05

What contractors usually ask first.

01 How quickly can you turn a tender around?
The standard engagement runs 10–14 days from go-ahead to lodgement, including the review rounds with your team. Smaller council tenders can move quicker — around 7–10 days — while complex multi-stage bids take longer; either way the delivery date is fixed in the written work-order before writing begins. We’ve turned tight-deadline EOIs around in 72 hours when needed — usually for clients we already have an active methodology library with.
02 Do we have to share commercial pricing with you?
No. We write the qualitative response — methodology, programme, WHS, environmental, quality, capability. Your estimator owns the pricing schedule. We can review the priced submission for compliance before lodgement, but the rates stay with you.
03 Will the tender sound like a consultant wrote it?
No. We write from your voice. The methodology workshop in week one captures how your foremen actually run a job. Evaluators reward specificity — the names of plant items, the actual sequencing, the standards you cite by clause. Generic responses lose.
04 Do you work outside NSW?
Yes — TenderBuilt works with civil SMEs Australia-wide. We’re based in Sydney, with panel history across TfNSW, TMR, Major Road Projects Victoria, LGP, ICN and Buy.NSW, and we publish working guides to every state and territory system — from QTenders and the QPP 2026 reset to Main Roads WA, CAL in the Territory and the ACT’s Secure Local Jobs Code.
05 What happens if we don’t win?
We always request the evaluator debrief on your behalf, then write up a one-page learnings note that feeds into your methodology library. Most clients see the lift on bid #2 or #3 — the work compounds. We don’t offer a money-back guarantee; we offer a track record.
