The Queensland landscape

Queensland is mid-reset. That’s the opportunity.

Queensland is running the biggest procurement shake-up in the country: QPP 2026 has removed BPIC, cut 700 pages of policy to 50, and locked in a 30% SME participation target across roughly $35 billion of annual spend — while QTenders hands over, agency by agency, to VendorPanel Marketplace under the Queensland Procurement Solution. Behind all of it sits the Brisbane 2032 pipeline. The paperwork a civil SME holds when the awards wave arrives will decide how much of that work it wins.

TenderBuilt writes for Queensland civil contractors — earthworks, drainage, road construction and civil infrastructure — bidding TMR, state agency and council packages in the $50K–$2M range, from South East Queensland to the regions.

Queensland runs on AEST year-round, so a contractor in Townsville or Toowoomba works the same hours we do — the process is identical to metro.

Proof of fluency

We publish what we know about Queensland.

The guides below are the working knowledge behind every Queensland engagement — free, current and specific. For how an engagement runs end to end, the case studies are illustrative worked examples built on representative engagements.

Questions

Asked by Queensland contractors.

QTenders or VendorPanel — where should we be looking?

Both, during the transition. Agencies and councils are moving onto VendorPanel Marketplace under the Queensland Procurement Solution in stages, so opportunities still publish across QTenders, VendorPanel and eTender. The QTenders guide covers registration and monitoring across all of them.

What does QPP 2026 actually change for a civil SME?

Materially more access: BPIC and BPP prequalification removed, a minimum 10% evaluation weighting for Queensland SME status in formal tenders, SME set-asides, and direct engagement pathways. The QPP 2026 briefing walks through what to do about each.

Do we need TMR prequalification?

Only for TMR road and bridge work — council and agency packages through Local Buy and VendorPanel often don’t require it. Where it is the gate, the prequalification service runs the application, and PQC2 is a scheme we already work across.

Is Brisbane 2032 work realistic for an SME our size?

The pipeline cascades — venue and transport packages break down through TMR, agencies and councils into exactly the $50K–$2M work this range covers. The honest catch: contractors who aren’t paperwork-ready before the awards wave won’t catch it. That’s the argument of the Brisbane 2032 guide.

What does it cost?

Fixed fee, agreed in writing at scoping. The pricing page covers every service.
