Canberra is the one market where the Territory does the council’s job and the Commonwealth sits next door. ACT Government work publishes through Tenders ACT, with the construction pipeline visible through Infrastructure Canberra’s Projects Pipeline; contracts are gated by the ACT Government Prequalification Scheme for Construction Industry Contractors — threshold codes pairing work type with financial level, three-year terms, annual financial assessment — and territory-funded construction work can’t be tendered for at all without a Secure Local Jobs Code Certificate, with a Labour Relations, Training and Workplace Equity Plan required on construction work of $200,000 or more. Across the lake, the Commonwealth buys through AusTender under the rewritten November 2025 procurement rules. Two buyers, two rule sets, one city.

What’s the Secure Local Jobs Code — and can you get us the certificate?
The certificate is the entry ticket: businesses tendering for construction, cleaning, security or traffic management work must hold a Secure Local Jobs Code Certificate before the Territory will accept a tender or quote, and construction work of $200,000 or more also needs a Labour Relations, Training and Workplace Equity Plan. The certificate itself comes through the ACT’s approved-auditor process — what we do is flag it at go/no-go so you never draft a bid you can’t lodge, and make sure your tender documents and plans present the certification correctly.
How does ACT prequalification work?
Infrastructure Canberra administers the ACT Government Prequalification Scheme for Construction Industry Contractors: threshold codes pair a work type with a financial level — a tender marked CB–F5, for example, calls for non-residential building prequalification to $5 million — on three-year terms with an annual financial assessment. Existing prequalification in another Australian scheme is considered in the application. The prequalification service runs it end to end.
Is federal work realistic for a Canberra civil SME?

There are no councils — who buys local roads and parks work?
The Territory itself. Municipal functions sit with ACT Government directorates, so the roads, parks and stormwater packages a council would tender elsewhere publish through Tenders ACT — one front door, with the Secure Local Jobs Code applying to territory-funded work across it.
