Somebody scores your bid. It may as well be you, first.
Every submission is scored by someone. The only question is whether the first person to score it works for you or for the client. Most SME submissions are complete, correct and generic — which is a 2 out of 4, every time, on every criterion.

It’s written for Australian civil contractors generally. Where requirements differ by state or scheme — licensing, prequalification, procurement thresholds — the pack says so and points you at the authority that governs it.
