A crew arrives on a Monday to find the site compound open, three hundred litres of diesel gone from the tank, the small excavator missing, and copper cable pulled out of a trench that was ready to backfill. The excavator is insured. The fuel is not worth claiming. The cable has to be re-ordered and the backfill cannot proceed, which puts the pavement crew back a week.
The machine is the smallest part of that loss. The excess, the premium consequence, the lost days, the replacement hire, the cable lead time and the disruption to a sequence that was working — those add up to considerably more than the plant, and none of it was in the price.
Plant theft and site security generally are treated in this industry as misfortune rather than as a risk with known controls. It is a rare civil topic where the countermeasures are cheap, well understood, and mostly not implemented. This guide covers what gets taken, what actually works, what your insurance will and will not do, and how to price it.
Why civil sites are the soft target
- The site is open by nature. A linear job cannot be fenced along its length, and a rural site has no boundary worth the name.
- It is unoccupied most of the time. A five-day site is empty for two-thirds of the week, and the pattern is completely predictable.
- Access is easy. Plant needs vehicular access, and so does a truck with a car trailer.
- The assets are valuable, portable and generic. A compactor or a small excavator has no distinguishing features to a buyer and no registration plate to check.
- Keys are shared or universal across whole classes of machine.
- Fuel is stored in bulk, is valuable, and is untraceable once it is in another tank.
- Nobody is watching. Rural and peri-urban sites have no passers-by, and a person in high-visibility clothing loading a machine at dusk looks entirely legitimate.
- Reporting is inconsistent, which means the true scale of the problem is understated and the industry treats it as rarer than it is.
The predictability is the point worth dwelling on. Anyone watching a site for two days knows when it is empty, where the fuel is, and which machines are left out. Security controls work by breaking that predictability and by making the site slower to work than the next one.

Machine control equipment deserves particular attention. Receivers and base stations are high value, small, and their loss halts the digital delivery methods described in our guide to machine control and GNSS in civil delivery. Any site using them should have a rule that they come off the machine and go into secure storage every night.
Fuel: the loss that is not always theft
Fuel losses are the most common and most persistently ignored, partly because the amounts fall below any sensible insurance claim and partly because the cause is genuinely ambiguous.
Before treating a discrepancy as theft, note that a site tank can lose fuel to several causes.
- External theft from an unsecured tank or directly from machine tanks.
- Internal loss — fuel taken by people entitled to be there.
- Poor recording. Issues not written down, or written on paper that never reaches the office. This is by far the most common cause of an apparent discrepancy.
- Delivery shortfalls, which do occur and are almost never checked against the docket.
- Genuine consumption higher than assumed, because idle time is underestimated.
- Leaks and spills, which are an environmental issue as well as a cost.
You cannot detect fuel theft without fuel records, and most sites do not have usable ones. Establishing deliveries in, issues out by plant number, and a periodic dip reconciliation is the single control that makes everything else possible — and, usefully, the same records serve two other purposes: the substantiation required for the rebate covered in our guide to fuel tax credits for civil contractors, and the plant cost accuracy described in our guide to job costing and cost control. The tank is also a regulated dangerous goods installation, covered in our guide to bulk fuel storage and dangerous goods. Physical controls that work: a lockable tank with an anti-siphon device; a metered bowser requiring a plant number or a key fob; locking fuel caps on machines; positioning the tank where it is visible and not adjacent to the boundary; and taking the tank off site over extended shutdowns.
The universal key problem
A fact that surprises people outside the industry: many earthmoving machines of a given brand, and in some cases across brands, start with the same key. The convention exists for good operational reasons — plant is shared, operators move between machines, and a lost key should not immobilise a machine on a remote site — but it means physical key control provides essentially no security.
Consequences and responses:
- Removing the key is not securing the machine. Anyone with a common key can start it.
- Fit immobilisers requiring a code or fob. This is the single most effective anti-theft control for plant and is inexpensive relative to the asset.
- Use isolation switches and battery isolators as a basic deterrent.
- Park defensively. Machines parked in a group, boxed in by larger plant, with buckets down and articulated machines locked, take substantially longer to remove.
- Remove and store attachments and portable equipment.
- Do not leave a machine on a trailer overnight.
Defensive parking costs nothing and is the control most under-used. A small excavator parked alone near a gate is a two-minute job; the same machine parked between two dozers with its bucket down is not worth the effort.
Physical security that suits a moving site
The objective is not to make a civil site impenetrable, which is impossible. It is to make it slower and more visible than the alternatives.
- Consolidate. One secure compound, and everything valuable in it overnight. This single decision does more than anything else on the list.
- Control the vehicle access. A locked gate, a bunded or barricaded entry, or simply a large machine parked across the access track. Plant cannot be removed without a vehicle route.
- Lighting at the compound, which deters and assists any camera.
- Lockable containers for tools, fittings, cable and machine control equipment.
- Remove attractive materials from the alignment — cable, fittings and small precast left out along a linear site are effectively unattended.
- Vary the pattern where you can — an unannounced weekend visit, a light on a timer, a vehicle left on site.
- Consider patrols or monitored cameras for high-value or repeatedly targeted sites. Solar-powered monitored camera units designed for construction have become genuinely practical for remote work.
- Neighbours are an asset. On rural work, the adjacent landholder notices everything. A conversation and a phone number is free surveillance, and it complements the relationship-building described in our guide to irrigation and rural water civil works.
Telematics, immobilisers and marking
- Telematics is the most useful recovery tool available. Most modern plant has it fitted; the failure is that nobody has activated the geofence alerts or knows how to retrieve a location out of hours. Set the geofence, set the after-hours movement alert, and make sure someone receives it.
- Aftermarket trackers for older plant, ideally covert and independently powered, since a visible unit is the first thing removed.
- Immobilisers, as above — prevention rather than recovery.
- Marking and identification. Recorded serial numbers, visible marking, and covert marking such as microdots or forensic marking. Marking assists police and materially reduces resale value.
- Register your plant on the national register for stolen and encumbered property so that a buyer’s search reveals it.
- Photograph every machine, including identifying marks and damage.
Two practical notes. Telematics data must be retained long enough to be useful, which is the same retention question raised in our guide to fuel tax credits. And test the alert path — an alert sent to an inbox nobody monitors on a Saturday is not a control.
The register that makes recovery possible
The difference between contractors who recover stolen plant and those who do not is almost entirely a records difference. Police cannot act quickly on a description; they can act on a serial number.
- Every machine and attachment, with make, model, serial or PIN, engine number, year, distinguishing features and photographs.
- Ownership documents — purchase invoice, finance details — held somewhere retrievable.
- Tracker and immobiliser details, including how to access the system out of hours.
- Insurance details — policy number, broker contact, excess, notification requirements.
- Kept off site, because a register in the site office is stolen with everything else.
This register is the same asset list that supports the plant schedule in a tender and the internal hire rates in your costing — see plant and equipment schedules in tenders. Building it once serves the bid, the books and the police report.
People, procedure and the uncomfortable part
A proportion of construction site loss involves someone with legitimate access. It is an unwelcome subject and handling it badly damages a crew, so the approach matters.
- Build systems that remove opportunity rather than watch individuals. Metered fuel issue, tool sign-out, materials reconciliation and asset registers reduce loss without accusing anyone.
- Control who has access to compounds, containers and fuel, and reduce the number of people with keys or codes.
- Reconcile materials. Ordered against delivered against installed. Discrepancies show up as cost variances in the job costing described in our guide to job costing and cost control.
- Check delivery dockets on arrival rather than signing for what the docket says.
- Investigate properly if something is found. Employment law applies, procedural fairness applies, and acting on suspicion without a proper process creates a second problem — the same discipline described in our guide to drug, alcohol and fitness for work. Take advice before acting.
- Do not run a whole-crew accusation over a small loss. The damage to the people who did nothing exceeds the value of what went missing.
Insurance: what is actually covered
Contractors frequently discover the limits of their cover at the worst moment. The categories are worth checking before you need them, with your broker, in writing.
- Plant and equipment cover for owned machines, and the difference between market value and agreed value.
- Hired-in plant. A common and expensive gap — responsibility for hired plant usually sits with you under the hire agreement, as covered in our guide to plant hire agreements, and cover for it must be arranged deliberately.
- Contract works cover for materials and work in progress on site.
- Tools and small items, which are frequently excluded or sub-limited.
- Security condition clauses. Policies commonly impose requirements — immobilisers fitted, plant secured, keys removed, storage conditions — and a breach can reduce or void a claim. Read these, because they are the most likely reason a claim is declined.
- Excess, which on plant is often high enough that fuel and tool losses will never be claimed.
- Consequential loss is generally not covered. Programme delay, hire of a replacement and disruption are usually yours.
- Claims history affects premium, so small claims can cost more over time than they recover — the calculus set out in our guide to making an insurance claim.
The security conditions in the policy are the item to check today. If your insurer requires an immobiliser and you do not have one, you are uninsured for theft in practice while paying for cover.
What to do in the first hours after a theft
- Do not disturb the scene more than necessary, and photograph everything before moving anything.
- Report to police immediately with serial numbers from the register, and obtain the report number.
- Activate tracking and provide location data to police — do not attempt recovery yourself.
- Notify your insurer or broker within the notification period, which is usually short.
- Notify the hire company if the plant was hired.
- Check what else is missing — the obvious item is often not the only one.
- Notify the principal, particularly where site security is a contractual obligation or the theft affects the programme.
- Circulate details to local plant hire and dealer networks, which are frequently how machines are spotted.
- Assess the programme impact and give any contractual notice required — a theft may or may not be an event giving relief, and the position depends on the contract, so check it rather than assuming, as discussed in our guide to extension of time and delay claims.
- Secure the site properly before the next night, because repeat visits are common.
Security as a public safety obligation
There is a dimension to this that is not about your assets at all. An unsecured civil site is a hazard to people who are not your workers, and your duty extends to them.
- Open excavations, water-filled trenches and basins are the serious risk, particularly to children, and particularly on sites near housing.
- Plant that can be started by someone who should not be operating it.
- Stockpiles, materials and partially built structures that attract people.
- Trespass does not remove the duty. Work health and safety duties extend to other persons at or near the workplace, and the fact that someone was not supposed to be there does not resolve it.
Securing excavations and openings overnight is therefore a safety control before it is a commercial one — the same requirement discussed in our guides to working at height in civil construction and temporary works and excavation support. Pricing security honestly
- Compound establishment — fencing, gates, lighting, containers.
- Secure fuel storage with locking and metering.
- Monitored cameras or patrols where the location or history warrants it.
- Immobilisers and trackers, as a fleet cost rather than a project cost.
- Daily securing time — moving plant to the compound, removing attachments and machine control equipment, closing excavations. This is real crew time at the end of every shift and is almost never in the estimate.
- Overnight and weekend securing of excavations and openings.
- An allowance for attrition on tools and consumables, which is a certainty rather than a risk.
The daily securing time is the one that matters most in the estimate, because it recurs. Fifteen minutes per crew per day across a long job is a meaningful number, and pricing zero for it means the work either does not happen or is unpaid.
Where a site is genuinely high risk — a repeatedly targeted area, a remote site with valuable plant — this belongs in the risk register with a considered allowance rather than in general contingency, using the approach in our guide to the tender risk register.
What tenders ask, and where it earns marks
Site security appears in tenders in three places, and only the first is obvious.
- As a stated contractual obligation to secure the site, particularly on council work and anywhere near the public. Read what it actually requires, because it may specify fencing standards or overnight conditions.
- Inside the community and public safety response, where securing excavations near housing is the substance of the answer.
- Inside the methodology, as part of site establishment — the layout described in our guide to writing a construction methodology statement.
A response that treats site security as a public safety measure rather than as asset protection reads correctly to an evaluator, because that is the client’s actual concern. Nobody scores you on protecting your own excavator; they score you on the trench next to the footpath being safe on Saturday night.
Checklist
- Is there an asset register with serial numbers and photographs, held off site?
- Are immobilisers fitted to plant, and does your insurance policy require them?
- Have you read the security conditions in your insurance policy?
- Is hired-in plant covered, and do you know who carries the risk under the hire agreement?
- Is telematics activated with geofencing and after-hours movement alerts?
- Does the alert reach someone who monitors it outside working hours?
- Is plant consolidated into one compound overnight?
- Is plant parked defensively, with attachments removed and stored?
- Is machine control equipment removed and secured every night?
- Is the vehicle access route blocked or gated when the site is unattended?
- Is the fuel tank lockable, metered, and fitted with anti-siphon protection?
- Are fuel deliveries checked against the docket and issues recorded by plant number?
- Is fuel reconciled periodically, so a loss would actually be detected?
- Are cable, fittings and small materials removed from the alignment at the end of the day?
- Are excavations, openings and water-filled trenches secured every night?
- Do neighbours on rural sites have a contact number?
- Is daily securing time in the estimate?
- Is there a written sequence for what to do in the first hours after a theft, including the police report number and insurer notification period?
- Is plant marked, and registered on the national stolen and encumbered property register?
- Are materials reconciled from order to delivery to installation?
