The Sydney landscape
Sydney has the most layered thresholds in the country.
NSW operates the most complex threshold regime of any state, and it is the single most common thing Sydney contractors get wrong. The rules that decide whether you are invited, whether you must be on a scheme, and which scheme, all change at different contract values — and they are not the same rules the road authority uses.
Registration on buy.nsw has been mandatory since 1 July 2024 for any supplier wanting to respond to an advertised opportunity. Below that sit the construction schemes, and beside them sits Transport for NSW with its own prequalification and its own threshold. Four systems, four sets of rules, one bid.

Do we have to register on buy.nsw?
Yes, if you want to respond to an advertised opportunity. It has been mandatory for suppliers since 1 July 2024, and registration is free. Being registered is not the same as being on a construction scheme — those are separate applications with their own thresholds.
Which construction scheme do we need?
It depends on the contract value you are chasing. SCM0256 covers works up to $1 million and SCM1461 covers $1 million to $9 million. Most civil SMEs in the $50K–$2M band need the first, and some need both. That is the first question a scoping call answers.
Is TfNSW prequalification the same thing?
No, and conflating the two is the most common mistake we see. Transport for NSW runs its own prequalification for state road and bridge work above $250,000, plus a separate Registration Scheme below it that is the most SME-friendly entry door in the country. Neither replaces buy.nsw registration.
Where does Sydney council work actually go?
Mostly through VendorPanel rather than the council’s own website. Metropolitan councils quote off panels for a large share of routine civil work, which is why being findable there matters more than watching tender listings.
You are based in Rozelle — can we meet?
Yes. Sydney is the one market where that is easy, and for a complex bid a whiteboard session is often worth an afternoon. Most work still runs remotely because it is faster, but the option is there.
