A civil contractor is offered a drainage package alongside a rail corridor. The work is ordinary — pipe, pits, headwalls, batters. They price it as they would any drainage job and win it.
Then they discover that none of their crew can enter the corridor, that the work can only proceed during a possession granted at 1am on alternate Sundays, and that the medical and competency process for their operators takes weeks. The scope was familiar. Everything around it was not.
The market, and what the work actually is
Rail civil work is not track laying. For a general civil contractor the accessible scope is the same work you already do, performed in a controlled environment:
- Earthworks, formation and batters
- Drainage — track drainage, culverts, headwalls, catch drains
- Level crossing civil works and approach roads
- Access roads, hardstand and maintenance compounds
- Structures — retaining walls, culverts, small bridges
- Fencing, gates and corridor security
- Station precinct civil works, car parks and pedestrian access
The buyers are the network owners and their delivery partners — the Australian Rail Track Corporation, Sydney Trains and NSW Trains, Queensland Rail, and the state project authorities delivering major rail programs. The technical work is within the capability of any competent civil contractor. The access system is the barrier.
Do you need ONRSR accreditation? Almost certainly not
This is the question that stops most civil contractors before they start, and the answer is more encouraging than the fear suggests.
Rail safety in Australia is regulated under the Rail Safety National Law, administered by the Office of the National Rail Safety Regulator. The law replaced 46 pieces of state, territory and Commonwealth legislation and established a unified national approach.[4]
Under the RSNL, a person or entity must apply for and be granted accreditation by ONRSR before commencing railway operations. ONRSR grants accreditation to a rail transport operator — an entity having the role of a rail infrastructure manager, a rolling stock operator, or both — that can demonstrate the competence and capacity to manage the safety risks associated with its railway operations.[4]
Read that definition against what a civil contractor does. You are not managing rail infrastructure and you are not operating rolling stock. You are working for an accredited operator, under their safety management system. That is the ordinary arrangement, and it is why a drainage contractor does not need its own ONRSR accreditation to lay pipe beside a track.
What does apply to you:
- Your workers have duties under the RSNL where they undertake rail safety work — including workers engaged under labour hire arrangements.[4] Duties attach to the individual, not only to the operator.
- You work under the operator’s safety management system, which is where the practical rules come from — worksite protection, competency requirements, incident reporting.
- Contractor management is an active regulatory focus. ONRSR has scoped a national priority on contractor management,[4] which means operators are under pressure to demonstrate they are managing their contractors properly — and that pressure lands on you as documentation and verification requirements.
The practical translation: you do not need to become a rail operator, but you do need to satisfy one that you can work safely inside their system. That is a systems-and-competency conversation, not a regulatory application, and it is why the RIW record and the network induction matter so much.
The Rail Industry Worker system
Rail Industry Worker is a national competency and safety management system for rail workers in the Australian rail industry. It provides a single electronic record of a worker’s health, education and competencies as they work across projects, move between employers and operate on different state networks.[1]
Two features are worth understanding before you plan around it.
It is a record, not a licence. The RIW system holds health, education and competency data. It is portable across employers and networks, which is genuinely useful for a contractor whose workforce moves.
Holding a card is not the same as being permitted to work. Having an RIW card does not automatically allow a person to perform work as a rail safety worker.[1] The card evidences competencies; the network’s rules and the specific role determine what those competencies permit.
The three steps into the corridor
For workers in track maintenance or construction roles, three basic steps are required before they can gain an RIW card to access a rail corridor in that kind of role.[1]

Step 2 is the one to plan around. Rail medicals are role-dependent, they are not the same as an ordinary pre-employment medical, and a crew member who does not pass at the required category cannot enter the corridor regardless of their trade competence.
Budget weeks, not days, to make an existing crew corridor-ready — and price it. The training, medicals and administrative time for a crew of eight is a real cost that does not appear in any civil rate.
The employer obligation contractors miss
A point that catches contractors who assume the card belongs to the worker.
To use an RIW card, a worker must have an employer managing their RIW profile in the RIW system.[1]
That makes it an employer obligation, not merely a worker credential. Your business has to be set up in the system and actively managing profiles — competencies, medicals and currency — for your people to work. Consequences:
- There is an administrative function to resource. Someone in the business owns RIW profile management.
- New hires are not immediately deployable, even if they hold a current card from a previous employer — the profile has to move.
- Lapsed competencies stop work. An expired medical means a worker is not permitted in the corridor that day, which on a possession is an expensive discovery.

Networks, inductions and who recognises what
Beyond the national RIW system, individual networks apply their own induction requirements. In New South Wales, an induction training package designed for persons working in the Sydney metropolitan area is recognised by all network owners in NSW, including Sydney Trains, NSW Trains, the Australian Rail Track Corporation and the John Holland Country Regional Network.[2]

Two practical rules:
- Confirm the specific network’s requirements before mobilising. National competency plus network induction is the usual pattern, and the induction is network-specific.
- Do not assume portability across states. The RIW record travels; network access rules do not necessarily.
Worksite protection and safeworking
The second thing that distinguishes rail from ordinary civil work is that you cannot simply put a crew on the ground. Access to a corridor where trains may run requires a protection arrangement, and that arrangement carries people, cost and programme consequences. The specifics are set by the network owner’s safeworking rules, and they differ between networks — but the shape is consistent.
- A protection officer or equivalent role is required to establish and maintain the worksite protection. This is a competency-based role held by an individual with the relevant RIW competencies, and it is additional to your productive crew.
- The method of protection varies — from a full possession with the line closed, through to arrangements permitting work adjacent to a live line with lookouts or physical separation. The method drives what you can actually do and how fast.
- Protection is planned and approved in advance, not arranged on the day.
- Work stops when protection lapses. If the protection arrangement ends, the work ends, regardless of what is half-built.
Two costing implications that contractors moving from road work consistently miss:
Protection personnel are non-productive labour that must be priced. A crew of six working under protection may involve eight or nine people on site. If you priced six, the job loses money from the first shift.
The protection method constrains plant. Working adjacent to a live line restricts machine slew, boom reach and where material can be placed. A machine that is efficient in an open corridor may be unusable under a live-line arrangement, which changes both the plant on your plant schedule and the production rate behind your rates.
Establish the protection method during the tender period, through the clarification window if it is not stated. It is one of the few questions on a rail job where the answer changes the price by a large margin.
Possessions: the thing that changes everything
The single largest difference between rail civil work and ordinary civil work is not competency — it is access.
Work in or adjacent to a live corridor generally happens during a possession: a planned closure of the track for a defined window, granted well in advance and scheduled around train operations. Possessions are typically at night and on weekends, they are fixed, and they are not extended because your work is running late.
What that does to a civil job:

Who the network owners are, and what each buys
“Rail” is not one market. The networks are owned and operated by different entities, on different standards, with different access systems and different procurement behaviour. Knowing which one you are dealing with shapes everything from competency to programme.

Two practical observations for a civil SME choosing where to start.
Regional freight corridors are the softer entry. Metropolitan passenger networks are the most constrained environment in Australian civil construction — short possessions, dense services, high public exposure and the most demanding competency requirements. A regional corridor with longer possession windows and simpler protection is a better place to learn the system.
Precinct and access work is the softest entry of all. Station car parks, access roads, compounds and drainage outside the corridor use your existing capability almost unchanged, and frequently sit outside the live corridor entirely — which means no possession, no protection officer and a far lower competency burden. It also builds a rail project reference, which is what unlocks the corridor work later.
Insurance and interface obligations
Two commercial requirements catch contractors moving into rail from road work, and both are worth establishing before you price rather than after you win.
Insurance limits are materially higher. A derailment or a strike on live infrastructure is a catastrophic-loss scenario, and network owners set public liability limits accordingly — commonly well above what council civil work requires. Check the required limit against your certificate of currency before committing, because an insurance limit below a stated minimum is a pass/fail gate that excludes a bid before evaluation, exactly as described in our guide to insurance requirements for government civil tenders.
Where you cannot obtain the required limit, that is a genuine no-bid rather than something to resolve later — and it is the sort of disqualifier the go/no-go framework is designed to catch in the first ten minutes.
You work under someone else’s safety management system. As set out in §02, ONRSR accreditation belongs to the rail transport operator, not to you. What follows is a set of interface obligations: you will be required to work to the operator’s rules, report incidents into their system, accept their verification and audit, and demonstrate that your own systems align with theirs.
- Ask for the relevant parts of the safety management system early. You cannot price compliance with a document you have not seen.
- Expect verification and audit. With contractor management an active regulatory focus,[4] operators are under pressure to evidence that they are managing contractors properly — which becomes documentation obligations on you.
- Align your own systems rather than duplicating them. Your existing WHS management plan and SWMS are the base; the rail-specific requirements sit on top. See WHS management plans and SWMS.
- Incident reporting runs on their timeframes, not yours. Rail incident notification obligations are tighter than general construction, and a late notification is a serious matter.
Pricing rail civil work
Rail rates are higher than equivalent roadside rates for reasons that are entirely legitimate, and a contractor who prices rail like road work will lose money.
- Reduced productivity per shift. The dominant factor. Build the rate from achievable output within an actual possession window, not from daytime production rates.
- Competency and medical costs for the crew, plus ongoing currency.
- Protection and safeworking personnel where required by the network’s rules.
- Penalty rates and fatigue management for night and weekend work.
- Mobilisation per possession rather than once per project.
- Standing time where a possession is cancelled or shortened — check how the contract treats it before pricing.
- Administrative overhead for profile management, access approvals and network documentation.

The realistic route in
- Start outside the corridor. Access roads, compounds, car parks and station precinct works often sit outside the live corridor and carry far lower access requirements. This builds a rail record without the full competency investment.
- Subcontract to the delivery partners. Major rail programs are delivered by large contractors who let civil packages — the approach in our guide to subcontracting to Tier 1 civil contractors.
- Build competency incrementally. Get a core crew corridor-ready rather than the whole workforce.
- Set up RIW profile management properly before you need it.
- Confirm network-specific induction requirements for the network you are targeting.
- Then bid corridor work, with a programme and rates built around real possession windows.
A worked possession shift
The single most useful thing a contractor new to rail can do is build the rate from an actual shift rather than from a day-rate assumption. Here is the shape of it, using a nine-hour Sunday-morning possession as the example.

Four and a half productive hours out of nine. That ratio — roughly half, and often worse on a short possession — is the number that has to sit behind every rate you tender. A contractor who prices a rail drainage rate from the production they achieve on an open roadside job will be out by a factor of two before penalty rates and protection personnel are even counted.
Three consequences follow.
- Plan work in units that reach a safe state inside the window. A trench that cannot be made safe by handback is a trench you cannot start. This shapes the sequence far more than efficiency does.
- Longer possessions are disproportionately more productive. The fixed set-up and handback overhead is roughly constant, so a twelve-hour possession may deliver twice the output of a nine-hour one, not one third more. If the possession length is negotiable, that is the highest-value thing to negotiate.
- Record everything, every shift. Possession start and finish, protection established and released, plant on site, work achieved by location. Where a possession is cut short or granted late, that record is the whole of your delay claim — and unlike a roadside job, there is no way to reconstruct it.
Where contractors lose money

Every one of these is knowable before you bid. Rail punishes assumptions carried over from road work, and rewards contractors who ask the specific questions during the clarification window: how long is the possession, what protection method applies, how many protection personnel are required, who provides them, and what happens if a possession is cancelled.
A realistic first twelve months
Rail rewards patience and punishes contractors who chase a corridor package before the business is set up for it. A sequence that works:

Two judgements worth making honestly before starting that sequence.
Is your workforce stable enough? Rail competency attaches to individuals and takes weeks to establish. A business whose crews turn over frequently, or which relies heavily on labour hire, will spend continuously on competency and still be short on the day. A stable permanent core is close to a precondition.
Can you absorb night and weekend working? Possessions are mostly out of hours. That is a fatigue management obligation, a payroll cost and a genuine question about what your people will accept. Contractors who commit to rail without settling this find their best operators decline the shifts.
Where either answer is no, precinct and access work outside the corridor remains available and worthwhile — and it may be the right permanent position rather than a stepping stone. As with Defence, this is a market-entry decision rather than a tender decision, and the go/no-go framework applies one level up.
Checklist
- Is the work inside or outside the live corridor?
- Which network owner, and what are its induction requirements?
- Is your business set up to manage RIW profiles?
- Do your crew hold White Card, current role-appropriate medical and TLIF2080?
- Have you costed competency, medicals and ongoing currency?
- What are the possession windows, and how were they assumed in your programme?
- How does the contract treat cancelled or shortened possessions?
- Have you priced from achievable output within a possession, not from day-shift rates?
- Are safeworking and protection personnel requirements priced?
- What method of worksite protection applies, and how does it constrain your plant?
- How many non-productive protection personnel does the arrangement require?
- Are you working under the operator’s safety management system, and have you been given it?
- Do your labour hire workers understand they carry duties under the RSNL personally?
The short version
- The civil work is familiar. The access system is the barrier.
- RIW is a national competency record — but holding a card does not by itself permit corridor work, and the worker’s profile must be managed by an employer in the system.
- Three steps for construction roles: White Card, a role-relevant medical, and TLIF2080. The medical is the usual delay.
- Possessions are fixed windows you do not control. Programme them as hard constraints with a safe-state milestone.
- Price from achievable output within a possession, and check how cancelled possessions are treated.
- Start outside the corridor and subcontract first. It builds the record without the full competency investment.
- You almost certainly do not need ONRSR accreditation — that applies to rail transport operators. You work under theirs.
