The pavement is finished, the client wants the road open on Friday, and the line marking cannot be done because it rained overnight and the surface has to be dry. The signs were ordered three weeks ago and two of them are wrong. The barrier terminals are on a truck somewhere. Opening moves to the following week.
Every road contractor has had that week. Line marking, signage and roadside furniture are a small fraction of the contract value and a disproportionate share of the completion risk, because they are last, weather-dependent, specialist, long-lead and standard-driven all at once.
This guide covers the package as a delivery problem: what is in it, what governs it, where the lead times are, and how to programme it so it does not become the thing standing between you and practical completion. Why the last package causes the most trouble
- It absorbs every delay upstream. Whatever slipped in earthworks and pavement arrives here, compressed against a fixed opening date.
- It is weather-dependent in a way pavement is not. Marking requires a dry, clean surface within a temperature and humidity range, and a wet week is a stopped week.
- It is specialist. Marking crews, sign installers and barrier installers are subcontractors with their own schedules, and they are busiest when everyone else is finishing.
- It has long lead items. Fabricated signs and barrier components are made to order.
- It is highly visible and highly inspected. An error in marking or a wrong sign is obvious to everyone including the public, and it will be pointed out.
- It is scored at handover through a road safety audit or opening inspection, which can generate items that must be closed before opening.
The single most useful change a contractor can make is to treat this package as a long-lead item and start it at award, not when the pavement is finished.
What is actually in the package
- Pavement marking — longitudinal lines, transverse lines, arrows, symbols, letters, and profiled or audio-tactile treatments.
- Raised pavement markers, in the specified colour and pattern.
- Regulatory, warning and guide signs, with posts and footings.
- Overhead and large guide signs, which are structures with engineered footings.
- Safety barrier — semi-rigid, rigid or wire rope systems, with terminals and transitions.
- Guideposts, delineators and hazard markers.
- Pedestrian and cyclist infrastructure — tactile indicators, fencing, bollards.
- Noise walls where they form part of the roadside treatment, which are structures in their own right.
- Fencing — boundary, fauna and pedestrian.
- Removal and disposal of superseded marking, signs and barrier.
Two of these are consistently underpriced: the removal and disposal of what is already there, and the sign and barrier footings, which are concrete work with their own excavation, service clearance and curing time.
Line marking: materials, conditions and the weather window
Marking materials differ in cost, durability and application requirements, and the specification chooses between them.

The practical constraints that drive the programme:
- The surface must be dry, clean and free of dust and residue. New sprayed seal has its own waiting requirement before permanent marking can be applied.
- Temperature and humidity limits apply, and they are specified. Night marking, common because of traffic, runs into dew.
- Glass beads for retroreflectivity are applied with the material and must meet the specification — this is what makes marking visible at night and it is measurable.
- Set-out first. Marking is pre-marked and checked before application, because a line applied in the wrong place is a removal job.
- Traffic control for the operation, usually at night — see traffic management plans.
The waiting period after a new seal is the constraint contractors forget, and it means the road frequently opens under temporary marking with permanent marking to follow — which is a planned sequence, not a failure, provided it was planned.
Removing and relocating existing marking
On any rehabilitation or realignment job, existing marking has to go, and doing it badly leaves a road with two sets of instructions on it.
- Removal methods — grinding, water blasting, shot blasting — each of which damages the surface to some degree.
- Ghost marking is the problem. Removed lines leave a visible scar that under headlights or wet conditions can still read as a line, which is a genuine safety issue and a common defect item.
- Blacking out is generally not acceptable as a permanent solution on most authority roads.
- Surface damage from removal may require repair, particularly on thin surfacings.
- Waste. Removal residue, particularly from older marking, may contain materials requiring controlled collection and disposal — treat it as a waste stream rather than washing it into the drain, per our guide to construction environmental management plans.
Signs: fabrication, footings and lead times
- Signs are made to order. Sizes, legends, colours and reflective sheeting class are specified, and fabrication takes weeks. Large guide signs take longer.
- Check the schedule against the drawings early. Sign schedules contain errors, and a wrong legend discovered at installation is a re-fabrication.
- Reflective sheeting class is specified and is not interchangeable.
- Posts and footings — sized for wind loading, with concrete footings requiring excavation, service clearance and curing.
- Frangible and slip-base systems where a post is within the clear zone, which are engineered assemblies that must be installed exactly as designed.
- Overhead and cantilever structures are structures — engineered footings, craneage, and often a traffic closure to install.
- Service clearance before augering every footing. A sign post through a communications cable is a routine and entirely avoidable incident — see utility and telecommunications civil works.
- Approval of non-standard signs takes time and comes from the road authority.
Order signs at award. It is the single highest-value programme action in this package, and the cost of ordering early is negligible against the cost of holding an opening.
Safety barrier, terminals and the system nobody may modify
Safety barrier is the item in this package with the most serious consequences and the least tolerance for improvisation.
- Barrier systems are crash-tested proprietary assemblies, accepted by road authorities on the basis of that testing. The system works as tested and only as tested.
- You may not modify it. Changing post spacing, substituting a component, altering a splice or shortening a run changes the tested system into an untested one. This is the rule that gets broken on site to make something fit.
- Terminals and end treatments are the most safety-critical part and the most frequently installed incorrectly. They have specific length, grading, offset and foundation requirements.
- Transitions between different barrier types are engineered assemblies in their own right.
- Deflection and working width — a barrier needs space behind it to work. Installing one where there is insufficient clearance to a hazard defeats it.
- Ground conditions and post embedment matter, and rock or shallow services can prevent installation as designed.
- Wire rope systems require correct tensioning and have their own anchor requirements.
- Installer competency. Manufacturers and authorities frequently require trained installers, and the training is system-specific.
Where a barrier cannot be installed as designed — because of a service, a level, a boundary or a structure — that is a design query, not a site adjustment. Guideposts, delineation and reflectivity
- Guideposts at specified spacing, closer on curves, with delineators facing the correct way — a small detail that is visibly wrong when it is wrong.
- Raised pavement markers in the specified colour and pattern, which encode information about the road for drivers at night.
- Hazard markers and chevrons at specific locations.
- Retroreflectivity is measurable and specified, for both marking and signs, and is what makes any of it work after dark.
- Consistency matters more than perfection. A road where delineation is inconsistent communicates the wrong thing to a driver.
The standards stack, and who approves what
This package is governed by a layered set of documents, and knowing which one wins saves considerable argument.
- Australian Standards for traffic control devices, signs and delineation set the national basis.
- National guidance on traffic management and road design provides the practice framework.
- Road authority specifications and standard drawings in each jurisdiction, which are the operative documents and which differ.
- The project specification and drawings, which may amend the above.
- Product acceptance — barrier systems and some materials must be on the authority’s accepted products list.
Two practical rules. Check that every proprietary product you intend to use is currently accepted by the authority for that application — acceptance lists change, and a product accepted last year may not be now. And regulatory signs and marking are legal instruments: on a public road they carry legal effect, and installing, changing or removing them generally requires the road authority’s authorisation, which is not yours to give.
Staging: temporary marking and the changeover
On any job where traffic runs through the works, the marking changes repeatedly, and each changeover is a safety-critical operation.
- Temporary marking in the specified colour convention, which differs from permanent marking so drivers can tell them apart.
- Old marking must be removed or covered at each stage — conflicting marking is the most dangerous condition on a staged road.
- Changeovers happen at night, under traffic control, in a defined window, with the road opening in its new configuration at the end of it.
- A rehearsed sequence, because a changeover that runs out of window leaves a road in an undefined state at dawn.
- Temporary barrier moved between stages, with the same rules about terminals and deflection space as permanent barrier.
Each staged changeover is effectively a small opening, and treating it that way — with a check and a sign-off before traffic goes on it — prevents the incident that a conflicting line eventually causes.
Road safety audit and the opening inspection
Most authority projects require a safety inspection or audit before opening, conducted by an accredited auditor, and it generates a list.
- It happens near the end, which means findings arrive with no float behind them.
- Findings are typically about this package — sign placement and visibility, delineation, barrier terminals, sight lines, ghost marking.
- Some findings must be closed before opening and others can be programmed, and which is which is the auditor’s and the authority’s call.
- A finding may be a design issue rather than a construction one, in which case it is a variation — but only if it is identified and raised as such rather than absorbed.
- Doing your own walk-through first, at night, is the cheapest way to reduce the list. Most findings are visible to anyone who drives the road in the dark before the auditor does.

Pricing the package honestly
- Removal and disposal of existing marking, signs and barrier.
- Sign fabrication at the specified sheeting class, with an allowance for schedule errors.
- Footings — excavation, service proving, concrete, curing.
- Barrier, including terminals and transitions, which cost far more per metre than the run.
- Trained installers where the system requires them.
- Night work rates for marking and changeovers — see enterprise agreements and labour rates.
- Traffic management for every marking and installation operation, which is frequently larger than the work itself.
- Temporary marking and its removal at each stage.
- Weather standby for marking crews.
- Return visits — permanent marking after a seal waiting period, and audit item closure.
- Retroreflectivity testing where specified.
Terminals are the specific item to check. A barrier run priced at a metre rate with terminals assumed inside it will be badly short, because a compliant terminal assembly can cost as much as a substantial length of the barrier itself.
Programming it so it does not hold up opening
- Order long-lead items at award — signs, barrier components, terminals.
- Verify the sign schedule against the drawings in the first weeks, not at installation.
- Book the marking subcontractor early, and understand their weather policy.
- Install footings and posts ahead of the pavement where the sequence allows, so only the sign face remains.
- Show the seal waiting period before permanent marking on the programme.
- Include weather contingency for the marking operation specifically, not just for earthworks.
- Programme the safety audit with float behind it.
- Plan for a return visit as a normal step rather than a failure.

- Long-lead procurement identified and started at award.

- Is there weather contingency and a standby arrangement for the marking crew?
- Is old marking removed rather than blacked out, with ghost marking assessed?
- Is removal residue managed as a waste stream?
- At each staged changeover, is conflicting marking removed and the configuration checked before traffic?

- Has someone driven the road at night before the auditor does?
