In short

TenderBuilt writes tender responses for Perth civil contractors bidding Tenders WA, Main Roads packages and metropolitan council work between $50,000 and $2 million. Western Australia is the strictest jurisdiction in the country on prequalification: Main Roads requires it on every civil construction contract regardless of value. Fixed fee, agreed before work starts.

The Perth landscape

WA is the strictest prequalification regime in the country.

Main Roads Western Australia requires prequalification on every civil construction contract, regardless of value. There is no threshold to sit under and no small-job exemption — which makes WA stricter than New South Wales at $250,000, Tasmania at $500,000 and Queensland at $1 million. For a Perth SME the register application is not optional preparation; it is the price of entry.

The compensation is that Main Roads publishes the most SME-friendly scheme document of any state, and treats its entry categories as a genuine starting tier with lighter management-system requirements. The door is narrow, but it is clearly signposted.

The Perth system

Where Perth work actually appears.

Two doors, and they behave differently. Most routine council spend is committed through the panel behind the council, not the council’s own tender list.

  • Tenders WA — the state tender portal for departments and agencies
  • Main Roads prequalification — mandatory on all civil construction contracts, regardless of value
  • The WALGA Preferred Supplier Program — the council panel channel across WA local government
  • Individual council tenders — run under the Local Government Act 1995
  • Water Corporation — its own procurement for water and wastewater civil works
  • Main Roads term contracts — and the direct subcontract work opening as maintenance moves in-house

Perth runs two hours behind us in winter and three in summer, so our afternoon is your late morning — which is when WA calls get booked. Deadlines are always worked back to AWST, not ours.

Questions

Asked by Perth contractors.

Do we really need prequalification for a small job?

In Western Australia, yes. Main Roads requires prequalification on every civil construction contract regardless of value, which is stricter than any eastern state. There is no threshold to sit under. Council work through WALGA is a separate and generally more accessible route.

What is the WALGA Preferred Supplier Program?

It is the panel arrangement that WA councils buy from. A council using a WALGA panel does not need to approach the wider market, so a large share of routine local government civil spend is committed there rather than through advertised tenders. If you are not on it, you do not see that work.

Is Main Roads prequalification hard to get?

It is demanding but well documented — Main Roads publishes the most accessible scheme guidance of any state and treats its entry categories as a genuine starting tier with lighter management-system requirements. The work is in the evidence pack, not the form.

Does Main Roads bringing maintenance in-house affect us?

It changes where the work sits. As road maintenance moves back in-house there are more direct subcontract opportunities with Main Roads and fewer through term-contract head contractors. For a subcontractor that is a shift in who to approach, not a reduction in work.

You are in Sydney — does the time difference matter?

Not in practice. Our afternoon is your late morning, which is when WA calls get scheduled, and every deadline is worked back to AWST rather than eastern time. The RFT, a call and a shared folder is the whole process.

What does it cost?

Fixed fee, agreed in writing before work starts. Standard tenders from $2,950 + GST, government tier from $5,950, complex from $11,500. The full list with ranges is on the pricing page.
