The register itself has moved. VicRoads has not existed as a legal entity since January 2023; the authoritative scheme is the Roads Pre-qualification Register administered by the Department of Transport and Planning, and a comprehensive review of it took effect in December 2025. Guidance written before that date is describing a register that has changed.

Do we need to be prequalified before we can bid?
For a large share of Victorian road and infrastructure work, yes. Victoria pairs its portal with mandatory prequalification, so the Roads Pre-qualification Register application is usually the first thing to write — not the tender. Council work is different and often reachable without it.
Is it still called VicRoads?
Not as a legal entity — VicRoads was merged into the Department of Transport and Planning in January 2023. The register is the Roads Pre-qualification Register, administered by DTP, and a comprehensive review of it took effect in December 2025. Anything written before then describes the old arrangement.
How is MRPV different from the register?
The register establishes that you are capable. Major Road Projects Victoria panels are the vehicle through which much of the state road programme is actually delivered. Being on one does not automatically put you on the other, and the applications are separate.
Where does Melbourne council work go?
Through VendorPanel, connected via the Municipal Association of Victoria — all 79 Victorian councils are on it. For a metropolitan civil SME, that panel presence usually matters more than watching the state portal.
Do Local Jobs First requirements affect us?
On qualifying projects, yes, and they are scored. Local content commitments and the Major Projects Skills Guarantee are written content like any other criterion, and they are frequently the weakest section in an otherwise strong Victorian bid.
