South Australia is the easiest state in the country to monitor and one of the harder ones to enter. Every public authority is required to advertise its tenders on SA Tenders and Contracts, which gives you a single consolidated listing instead of a scattered set of agency websites. Registration is free and notifications are automatic.
Council work behaves differently. A large share of the $50K to $2M civil spend across South Australia’s sixty-plus councils is committed through LGA Procurement panels, and a panel tender has already satisfied the probity requirements of the Local Government and ICAC Acts — which means the council can buy from it without approaching the wider market at all. If you are not on the panel, that work is invisible.

Is SA Tenders the only place to look?
For state government work, effectively yes — every public authority is required to advertise there, which makes it the one genuinely consolidated portal in the country. Council work is the exception and largely does not appear on it.
Why do LGA Procurement panels matter so much?
Because a panel tender has already satisfied the probity requirements of the Local Government and ICAC Acts. That means a council can buy from the panel without approaching the wider market, so the work never reaches an advertised tender. Panel membership is what makes it visible to you.
Do we need DIT prequalification?
For state road and bridge work, yes — the Roadworks and Bridgeworks scheme is South Australia’s implementation of the national system. Note that DIT runs several separate schemes alongside it, and the professional services one does not assess financial capacity at prequalification stage.
How many councils are we talking about?
Sixty-plus across the state, managing community infrastructure valued in the billions. For most Adelaide civil SMEs the council channel is the bread and butter, and the panel application is the highest-return piece of writing available.
