Why we made this

Generic method statements score in the middle band. Every time.

Methodology is one of the heaviest-weighted non-price criteria on most civil tenders, and it is where generic writing costs the most. A well-written method statement that could describe any job reliably lands mid-band — because there is nothing in it an evaluator can point at to justify a higher score.
