A prequalification form asks whether your business has “digital engineering capability”. A tender schedule asks you to describe your “BIM maturity”. Neither document explains what it wants, what standard it is measuring you against, or what happens if the honest answer is “not much”.
This guide answers the question that sits underneath both: does any of this actually bind a civil contractor working council and state packages between $50,000 and $2 million? Mostly, no. But “mostly no” is not the same as “ignore it”, and the gap between those two positions is where marks get lost.
The short answer
Australia’s BIM mandates are written for major projects. In both New South Wales and Queensland the trigger is a project value of $50 million or more. [1][2] A contractor bidding a $600,000 drainage upgrade for a council is nowhere near that line, and no policy in the country requires them to model it.
Three things follow, and they are the whole guide in miniature:
- The mandates do not apply to you directly. If your work sits under $50M and you contract directly with a council or agency, no BIM requirement attaches by policy.
- The questions still reach you. Through head contractors flowing requirements down, through prequalification forms that ask about systems generically, and through tender schedules written by people copying a template from a larger project.
- There is a NSW prequalification scheme for digital engineering — and it is almost certainly not for you. SCM7971 prequalifies suppliers of digital engineering services. It is a consultancy scheme, not a construction one.
If you take one thing from this guide: answer the question honestly and specifically, at the scale you actually work at. An evaluator reading “we do not model in 3D; we issue as-built survey in the client’s required format and work inside the head contractor’s common data environment where one is nominated” will mark that higher than a paragraph of borrowed BIM vocabulary that collapses on the first follow-up question.
What BIM and digital engineering actually mean in procurement
The two terms are used interchangeably in tender documents and they should not be.
BIM — building information modelling — is the narrower one: a digital model carrying the physical and functional characteristics of an asset, built so that geometry and data travel together. Digital engineering is the wider practice around it: how information is produced, named, exchanged, reviewed and handed over across a project.
The standard underneath both is ISO 19650, the international series on managing information across the asset lifecycle. When a tender says “ISO 19650-compliant”, it is usually pointing at two things in particular: a common data environment (a CDE — the single agreed place project information lives) and a naming and status convention so that everyone can tell a draft from an issued document.
For a civil SME the practical translation is narrower still. You are rarely being asked to author a federated model. You are being asked whether you can work inside someone else’s information system without breaking it — upload to the right folder, name files to the convention, issue at the right status, and hand over as-built data in a format the asset owner can ingest.
The $50 million line, and why it matters to you
Both major state mandates use the same threshold, which makes the position unusually easy to state.

The line matters for a reason beyond compliance. It tells you how to answer. If a prequalification form asks about BIM capability and your work sits two orders of magnitude below the mandate, the correct answer is not to invent capability — it is to state your actual position and show that you can meet the information requirements that do apply to work of your size.
It also tells you when to worry. If you are subcontracting to a Tier 1 on a project above the threshold, the requirement has not gone away — it has been flowed down to you in the subcontract, and it will be specific.
SCM7971: the scheme that is probably not yours
Search for government BIM prequalification in Australia and you will find SCM7971, the Digital Engineering Services Prequalification Scheme on buy.nsw. It is a real whole-of-government scheme, available to NSW agencies and to eligible councils, universities and state-owned corporations. [5]
It is also, for most readers of this page, the wrong door. SCM7971 prequalifies businesses that sell digital engineering services. Its categories are advisory, business process, technology, data management, modelling, visualisation, education and training. [5] Those are consultancy offerings. A contractor who builds roads does not belong on that scheme, and being absent from it says nothing about their construction capability.
The application asks for two independent client referees for each capability nominated, with evidence aligned to the services claimed. [5] That is the tell: it is scoped around demonstrable service delivery in a specialist discipline, not around building things.
Where it does matter to a civil contractor: if you have an in-house digital or survey team that sells services beyond your own projects, SCM7971 is a legitimate route to NSW agency work. That is a real but uncommon case. Four ways the question reaches an SME anyway
If the mandates stop at $50M, why does a contractor doing $400,000 council jobs keep meeting the question? Four routes, in rough order of how often they bite.
- Flow-down from a head contractor. You are a subcontractor on a project above the threshold. The principal contractor carries the obligation and passes the relevant part to you: work in this CDE, name files this way, issue as-builts in this format. This is the most common and the most specific.
- Prequalification questionnaires that ask generically. Schemes and panels increasingly include a systems or digital capability question. It is usually broad and unscored, or lightly weighted — but a blank answer looks worse than a modest one.
- Copied tender schedules. A council writes a $700,000 RFT by adapting a template from a larger job, and the digital engineering clause survives the edit. This happens more than anyone admits. If the requirement is genuinely disproportionate, ask the question during the RFI period rather than guessing.
- Asset handover requirements. Not BIM at all, but often filed under it: the client wants as-constructed data in a specified format so it can load into an asset register. This is the one most likely to actually apply to you, and the one most often missed until handover.
Route four deserves emphasis because it has money attached. As-constructed information requirements sit in the contract, not the tender, and failing them delays practical completion — which is covered in our guide to variations and getting paid.
New South Wales: the DE Standard and the contractor CDE
Transport for NSW runs the most developed contractor-facing framework in the country. Its Digital Engineering Standard is published in parts: Part 1 covers concepts and principles, Part 2 (DMS-ST-207) sets out the management requirements and technical deliverables required during delivery of a DE-enabled project. [4]
The concept a contractor meets first is the split CDE. On a TfNSW DE-enabled project the common data environment has two halves — the TfNSW-CDE and the contractor-CDE — and the contractor is responsible for establishing and running its side to the standard. [4] TfNSW extends the ISO 19650 information model with an organisational layer for portfolio purposes, but the working requirements follow ISO 19650. [4]
The word that matters is designated. The DE Standard applies to projects TfNSW has DE-enabled, not to every contract it lets. A small resurfacing package is not automatically in scope. Read the tender documents rather than assuming either way.
Separately, Infrastructure NSW’s digitalisation policy is extending ISO 19650-compliant CDE expectations across State Significant Projects. [3] That is a direction of travel worth knowing about, not a present obligation on SME-scale council work.
Queensland: the $50M rule and what TMR asks
Queensland’s position is the clearest in the country: since 1 July 2019, all Queensland Government construction projects valued at $50 million or more must use BIM from the early planning phase. [2] The state also publishes BIM principles and a data and information guideline through the Queensland Government Enterprise Architecture. [6]
For a civil SME the operative fact is the one that is easy to miss: TMR prequalification is mandatory for civil construction contracts with no minimum value threshold, but prequalification and BIM are separate questions. Being prequalified with TMR does not require BIM capability. The BIM requirement attaches to the project, above the threshold, not to your registration.

Victoria, and the rest
Victoria has policy and guidance rather than a single hard threshold binding SME civil work, and the practical requirements arrive through the road authority’s project documents. The registers themselves — covered in our guide to VicRoads prequalification and the MRPV panels — assess financial capacity, experience and systems, not modelling capability.
Across the smaller jurisdictions the pattern holds: digital engineering expectations scale with project size and client sophistication, and civil SME work in the $50K–$2M band is largely untouched by them. Where a requirement appears, it is nearly always one of the four routes above rather than a standing obligation.
A caveat worth stating plainly: policy in this area moves. The thresholds cited here are current at the time of writing and are the published positions, but a specific tender can impose whatever information requirements its author chooses. The document in front of you always beats a general guide, including this one.
What a civil SME can honestly claim
Most civil SMEs have more relevant capability than they think, and less BIM capability than the word implies. The trick is to describe the first accurately rather than gesture at the second.

None of that is BIM authoring, and you should not call it BIM authoring. But it is a truthful, specific answer to “describe your digital engineering capability” — and it is far stronger than a claim you cannot evidence.
The minimum toolset, and what it costs
If you want to be genuinely credible on this without buying a capability you will not use, there is a short list. None of it is a modelling platform.
- A file naming and status convention, written down and actually used. Free. This is the single highest-value item on the list because it is what a CDE requirement mostly tests.
- A document register that records issue status and revision. A spreadsheet is acceptable at this scale.
- Survey capability, in-house or a named subcontractor, able to deliver as-constructed data in the format the contract specifies — including the datum and coordinate system.
- Machine control data handling — who converts a client surface into a machine file, and who checks it.
- A nominated person. Not a role, a name. Tenders ask who is responsible for information management, and “the project manager” is a weaker answer than a named individual with a defined responsibility.
What you do not need at this scale: a BIM authoring licence, an ISO 19650 certification (there is no such certification for contractors in the sense most people imagine), or a consultant retained on the assumption it will win you council work. It will not.
How to answer the question in a tender
Four moves, in order.
- Read what is actually being asked. “Describe your BIM capability” and “describe how you will manage project information” are different questions with different right answers. The second is the one you can answer well.
- State your position without apology. One sentence: what you do, at what scale, and what you do not do. Evaluators are not surprised that a 12-person civil contractor does not author federated models.
- Evidence the adjacent capability. Machine control, survey, as-built delivery, document control. Name the software, the people and a project where it worked.
- Say what you will do on this job. If the client nominates a CDE, say you will work in it and who will administer your side. If as-constructed data is specified, confirm the format and datum. That is the answer that scores.
The structural point is the same one that applies across every criterion: an evaluator is scoring what you wrote against what was asked, not against an ideal. Our guide to how government tenders are scored covers the mechanics.
Where contractors overclaim, and what it costs them
Overclaiming on digital capability is unusually risky, because it is one of the few claims that gets tested immediately and objectively.
- Claiming BIM capability you cannot demonstrate. The follow-up question — which authoring platform, whose model, what level of information need — arrives fast, and a vague answer damages credibility across the whole submission.
- Confusing machine control with modelling. Running GPS machine control is consuming a model, not producing one. Both are worth saying; conflating them is not.
- Naming software nobody uses. If the licence exists but no one on the team is competent in it, do not list it.
- Promising CDE compliance without asking who administers it. On a flow-down job this is a real cost with a real owner. Price it.
The honest version is also the commercially safer one. A claim that survives the interview is worth more than a claim that wins a shortlist and then unravels.
Checklist
- Confirm the project value — is it anywhere near the $50M mandate line?
- Read the actual wording: BIM authoring, information management, or as-constructed handover?
- If subcontracting to a head contractor, find the flow-down clause and read it in full.
- Identify whether a CDE is nominated, and who administers your side of it.
- Confirm the as-constructed data format, datum and coordinate system required at handover.
- Write down your file naming and status convention if you do not have one.
- Name the individual responsible for information management on the job.
- List machine control, survey and document control capability with evidence.
- Do not claim modelling capability you cannot demonstrate under questioning.
- If the requirement looks disproportionate for the contract size, raise it as an RFI before tender close.
